Weatherization Assistance

Program Overview

South Plains Community Action Association, Inc. currently operates the Weatherization Assistance Program in 15 counties. The program is funded through the Low-Income Home Energy Assistance Program (LIHEAP) as well as through the Department of Energy (DOE). Weatherization improvements are offered at no cost to our participants.

The goal of the Weatherization Assistance Program (WAP) is to increase the energy efficiency of dwelling units occupied by low-income households. This is accomplished through the installation of attic and wall insulation, air sealing, weather-stripping doors and windows, duct sealing, and the repair or replacement of inefficient heating and cooling systems.  In addition to providing energy saving improvements, diagnostic testing is performed on all combustion appliances to verify that the appliances are operating safely and efficiently. A whole-house energy assessment is conducted on the home to determine what measures will be most effective in saving the client the most money on their utility bills.  For more information, please contact the SPCAA Service center near you.

Income Eligibility

The client’s income should be no greater than 200% of the federal poverty level.  To determine income eligibility,  income documentation is collected from all income sources for all household members age eighteen (18) years and older for the entire thirty (30) day period prior to the date of the application, then annualized.

Required Documentation

The documentation requested in order to complete an application include: photo identification, 12-month billing history for gas and electric bills, and proof of income for 30 days prior to application date (for each household member 18 years or older).

This program is aimed at assisting low-income households in Bailey, Cochran, Crosby, Dickens, Floyd, Garza, Hale, Hockley, King, Lamb, Lubbock, Lynn, Motley, Terry and Yoakum Counties.  Interested clients should contact the neighborhood service center located in their county and schedule an appointment.
